Mr. Festa is a graduate of Bentley College with a degree in accounting and credits in OMB Circular A-133 Audit requirements. He has been the Finance and Budget Director since 1977.
He has total responsibility and experience in budget preparation, adherence to budget requirements of MHFA and HUD, expense monitoring and rental collections. He is also experienced in dealing with public housing residents. He is the Financial Director for the Maverick Tenants Organization in administering their RIGP and DEP grants from the Boston Housing Authority.
